Mr. Attar Singh is a seasoned professional with over three decades of experience in operations management, estate and asset management, facilities management, and property development across luxury hotels, residential, commercial, and mixed-use developments.
He has held senior leadership roles with prestigious organizations such as UAE Navy, ITC Grand Maratha Sheraton and Towers, The Carlton , Sheraton Udaipur Palace Resort & Spa, Louvre Group Hotels, Ananda in the Himalayas, Bird Airport Hotels , Luthra Group of Companies and JLL & DLF. His expertise spans end-to-end operations — from project handover and commissioning to implementing innovative systems, ensuring statutory compliance, and driving operational efficiency.
He has successfully managed critical infrastructure including fire and life safety systems, and has led numerous process improvement and financial due diligence initiatives, delivering significant cost savings. His core strengths include pre- and post-opening project management, strategic planning, statutory compliance, financial optimization, and green building implementation. His work has been recognized through multiple awards for sustainability, innovation, and safety.
Having served in the UAE Navy for over 16 years, and with a strong technical foundation in Mechanical and Marine Engineering, he is deeply passionate about leveraging technology, process excellence, and client engagement to enhance operational performance and profitability. He has extensive experience leading multidisciplinary teams across property management, utilities, facilities operations, security, housekeeping, MEPF, legal planning, finance, and project management for large-scale developments including luxury hotels, retail and co-working spaces, residential complexes, commercial buildings, and hospitals.
His expertise also includes society handovers to RWAs and government authorities, new project implementation, contract negotiations, legal case coordination, and liaisoning with RWAs and government bodies for infrastructure management. His leadership consistently drives organizational profitability through effective budgeting, planning, and resource optimization.
Currently, he serves as the Chief Executive Officer of Rakashan Technical Services Co. L.L.C & Engineering Consultancy, a Dubai-based firm, where he has been instrumental in expanding the company’s footprint across UAE, managing mixed-use developments including luxury malls, commercial offices, retail destinations, and co-working spaces.
